# Shipping Freight to a Fulfillment Center

**Shipping freight to a fulfillment center** requires a booked delivery appointment, an advance shipping notice (ASN) tied to a bill of lading, and cartons and pallets that meet the receiving center's published limits. This guide walks through the paperwork, the appointment process, the packaging specs, the fees that hit noncompliant freight, and how carrier liability differs from real cargo insurance. If you are still picking a partner, see our roundup of the top [order fulfillment companies](https://www.freightwaves.com/checkpoint/best-order-fulfillment-companies/).

Key Takeaways

- **No appointment means no delivery.** Amazon and most large 3PLs (third-party logistics providers) will turn a truck away at the gate if the carrier has not booked a slot in advance and linked it to a valid bill of lading, PRO, or shipment ID.
- **Carton and pallet limits are hard stops.** FBA (Fulfillment by Amazon) cartons max out at 36 x 25 x 25 inches and 50 pounds, and pallets max out at 48 x 40 inches, 72 inches tall including the pallet, and 1,500 pounds.
- **Amazon no longer preps your inventory.** Amazon ended FBA prep and item labeling services in the U.S. on Jan. 1, 2026, so every unit has to arrive shelf-ready from you, your supplier, or a third-party prep center.
- **High-value loads need a separate cargo policy.** LTL carriers typically cap payouts at roughly $0.10 to $2.00 per pound regardless of what your freight is worth.

## How Shipping Freight to a Fulfillment Center Works

Shipping freight to a fulfillment center is the inbound leg of order fulfillment. You move bulk inventory from your factory, port, or warehouse into a third-party facility. That facility then stores the goods, picks and packs individual customer orders, and hands them to a parcel carrier.

The inbound leg is where most sellers lose money, because the receiving center sets the rules and enforces them at the dock. A shipment that clears customs on time can still sit for days if the carrier skipped a step.

- **Create the shipment plan:** You tell the fulfillment center what is coming, in what quantity, and to which facility. With Amazon, this happens in Seller Central and generates the shipment IDs and box labels you will need later.
- **Prep and label the units:** Every unit needs its barcode, any required poly bagging or suffocation warnings, and protective packaging. Since Jan. 1, 2026, Amazon no longer performs this work for U.S. FBA sellers.
- **Build the load:** Cartons get palletized or floor loaded depending on volume, and the pallets get stretch wrapped and labeled on all four sides.
- **Send the ASN and book the appointment:** Your carrier submits an advance shipping notice and requests a delivery slot, linking it to the bill of lading or shipment ID.
- **Deliver and get checked in:** The driver arrives inside the scheduled window with printed paperwork, the center unloads, and inventory becomes sellable once receiving completes.

## Documents & ID Numbers You Need

Every inbound freight shipment travels on a set of reference numbers that tie the physical pallets to the digital record at the fulfillment center. Miss one and the load cannot be booked, received, or reconciled.

A bill of lading (BOL) is the legal contract of carriage and the core document. Under [49 CFR 373.101](https://www.ecfr.gov/current/title-49/subtitle-B/chapter-III/subchapter-B/part-373/subpart-A/section-373.101), every for-hire interstate motor carrier must issue a receipt or bill of lading listing the consignor and consignee, origin and destination, number of packages, description of the freight, and weight or volume where it affects rating.

Here is what each identifier does and who generates it.

| Identifier | What It Is | Who Provides It |
| ---------- | ---------- | --------------- |
| **ASN** | Advance shipping notice, the electronic packing list that tells the center what is arriving | Shipper or seller |
| **BOL** | Bill of lading, the contract of carriage and the unique shipment reference | Shipper, issued by the carrier |
| **PRO number** | Progressive number the carrier assigns to track the shipment through its network | Carrier |
| **PO or FBA shipment ID** | Purchase order for vendors, or the FBA shipment ID for sellers, used to auto-populate counts | Fulfillment center platform |
| **ARN** | Amazon reference number used on collect freight bookings | Amazon |
| **ISA** | Inbound shipment appointment number issued once a delivery slot is confirmed | Amazon Carrier Central |

Amazon's Carrier Central portal will not create an appointment unless at least one of the ARN, PRO, or BOL fields is populated, along with company name, contact details, carton count, unit count, freight type, load type, and trailer type. Sellers pass their FBA shipment ID to the carrier, who enters it to pull the purchase order and unit information automatically.

**Pro tip:** Send your carrier the BOL reference, the FBA shipment ID, and the exact pallet, carton, and unit counts in one message before they book. Mismatched counts are the most common reason a booked appointment gets flagged at receiving. Our guide to the best [order fulfillment companies](https://www.freightwaves.com/checkpoint/best-order-fulfillment-companies/) covers which providers handle this coordination for you.

## How Delivery Appointments Work

A delivery appointment is a reserved unloading window at a specific dock on a specific date. Fulfillment centers schedule labor and dock doors against those windows.

For Amazon, the carrier books the appointment, not the seller. The carrier creates a Carrier Central account under its own SCAC (standard carrier alpha code), enters the shipment references and counts, and receives an ISA number once the slot is confirmed. The driver must arrive with a printed or digital copy of that confirmation.

Amazon holds carriers to measurable appointment performance. No-shows and late cancellations inside the posted cutoff window count as defects against the carrier, and Amazon requires carriers to stay under a published appointment defect rate to remain eligible to deliver to its facilities. Late scheduling changes can also degrade a carrier's weekly performance rating.

- **Book against the delivery window:** The requested delivery date has to fall inside the delivery window for every purchase order on the truck, or Carrier Central rejects the request.
- **Confirm the correct facility:** Selecting the wrong destination code sends the freight to a building that is not expecting it, and the shipment gets refused at the gate.
- **Lock the counts early:** Adding purchase orders or changing pallet and carton counts close to the arrival time will not trigger a reschedule, so the truck arrives against stale data.
- **Build in weather and traffic slack:** Traffic, weather, and border delays are the usual reasons a driver misses a window, and the defect lands on the carrier either way.

## Carton & Pallet Requirements

Packaging limits are the specs receiving teams check first, because an oversized carton cannot move down a conveyor and an overweight pallet cannot be safely handled. Amazon publishes the tightest numbers in the industry, and most large 3PLs stay close to them.

Amazon raised the maximum FBA carton length from 25 to 36 inches on June 20, 2025. Amazon Warehousing and Distribution (AWD) did not adopt that change, so the two programs now have different carton specs.

| Spec | FBA Shipments | AWD Shipments |
| ---- | ------------- | ------------- |
| **Max carton length** | 36 inches | 25 inches |
| **Max carton width** | 25 inches | 25 inches |
| **Max carton height** | 25 inches | 25 inches |
| **Max carton weight** | 50 pounds | 50 pounds |

A carton can exceed those limits only when it holds a single oversized unit that will not fit inside them. Boxes over 50 pounds need team lift labeling so dock workers know not to handle them alone.

Palletized freight has its own set of limits, and these apply on the FBA side.

- **Footprint:** Use a standard 48 x 40 inch GMA (Grocery Manufacturers Association) wood pallet with four-way entry so forklifts can pick it up from any side.
- **Height:** Single pallets cap at 72 inches including the pallet itself, and double-stacked pallets cap at 100 inches.
- **Weight:** Each pallet caps at 1,500 pounds including the pallet, the wrap, and the freight.
- **Wrap and labels:** Use clear stretch wrap so labels stay readable, and place a pallet label on each of the four sides.
- **Overhang:** Cartons cannot hang over the edge of the pallet. That is one of the fastest ways to get a load rejected at the dock.

## Floor-Loaded vs. Palletized Freight

Floor loading means cartons are stacked directly on the trailer deck with no pallets underneath. Palletized loads sit on pallets that a forklift can pull off in one motion.

Floor loading fits more cartons into the same trailer and cuts your linehaul cost per unit. The tradeoff lands on the receiving end, where a worker has to unload every carton by hand. That is why floor-loaded containers are common on imports moving straight from the port, and why carriers often add a charge for the extra handling time.

The load type also changes how the appointment is booked. In Amazon's Carrier Central, a floor-loaded appointment requires a pallet count of zero and a carton count of at least one, while a palletized appointment requires a pallet count of one or more. Entering the wrong load type is enough to invalidate the booking.

**Pro tip:** If you are importing full containers, price out palletizing at a nearby prep center before the freight moves inland. Paying once for palletization is often cheaper than absorbing repeated unloading charges and appointment problems across a year of shipments. ## What Noncompliant Freight Costs You

Getting the inbound leg wrong is expensive in two directions. You pay penalty fees on the units themselves, and you lose selling days while the inventory sits unreceived.

On Jan. 1, 2026, Amazon ended FBA prep and item labeling services in the U.S. store. Sellers who used to let Amazon poly bag, label, or box their units now have to do that work in house, push it to a supplier, or hire a prep center. Shipments created before the cutoff were honored under the old rules.

Here are the cost categories to plan against.

- **Inbound defect fees:** Amazon consolidated its noncompliance penalties into a single inbound defect fee for shipments that arrive mislabeled, misrouted, or late. Industry trackers put the 2026 average around $0.60 per unit, though the amount varies by size tier and defect type.
- **Unplanned prep fees:** When units arrive missing required prep, Amazon applies the prep on your behalf and bills a per-unit premium on top of standard fulfillment fees. It is consistently the most expensive way to get prep done.
- **Monthly storage fees:** Amazon's 2026 schedule charges $0.78 per cubic foot for standard-size inventory from January through September and $2.40 per cubic foot from October through December, when peak demand tightens warehouse space.
- **Aged inventory surcharge:** Units sitting in Amazon's network for 181 days or longer pick up an aged inventory surcharge on top of monthly storage, and the rate steps up the longer the unit sits. This replaced the old long-term storage fee that started at 365 days.
- **Refused shipments:** Pallets over 1,500 pounds or 72 inches tall, black or opaque stretch wrap, and loads without valid appointments can all be turned away, leaving you to pay for a return trip.

The aged inventory threshold catches more sellers than any other line item. A SKU that sells steadily but slowly can easily cross 181 days.

## Carrier Liability vs. Cargo Insurance

Carrier liability and cargo insurance are different products, and confusing them is one of the costliest mistakes in inbound freight. Liability is a limited legal obligation. Insurance is financial protection for the actual value of your goods.

Under the Carmack Amendment, interstate motor carriers are liable for loss or damage to the freight they haul. However, carriers limit that exposure through released value tariffs written into their rules. For LTL freight, those limits commonly land somewhere between $0.10 and $2.00 per pound depending on freight class, commodity, and packaging. A 75-pound pallet of electronics worth $15,000 might be covered for a few hundred dollars.

Liability also carries exclusions. Carriers generally owe nothing for acts of God, and improper packaging by the shipper can void a claim outright. Cargo insurance covers the declared value of the shipment regardless of who is at fault, subject to the policy terms.

- **Check the tariff:** Ask any carrier for the released value limit that applies to your specific [NMFC (National Motor Freight Classification)](https://nmfta.org/standards/classification/nmfc/) before you book, not the maximum they advertise.
- **Declare value on the BOL:** If your commodity is a released value item, note the released value in the description field on the bill of lading so the correct limit applies.
- **Insure high-value loads separately:** Electronics, apparel, and anything easily resold are the categories where per-pound limits fall furthest short of actual value.
- **Document at every handoff:** Photograph pallets before pickup and note damage on the delivery receipt. Claims fail more often on evidence than on coverage.

## How To Choose a Fulfillment Center

Amazon is the fulfillment network most sellers know, but it is not automatically the right one. Amazon optimizes for its own marketplace, its prep and packaging rules are the strictest in the category, and its fee schedule changes more often than most 3PL contracts.

An independent 3PL usually gives you more flexibility on carton specs, receiving windows, and kitting, and it can fulfill orders from your own site and other marketplaces alongside Amazon. The tradeoff is that you are trusting a smaller operation with less redundancy.

- **Receiving speed:** Ask for the average dock-to-stock time in business days.
- **Inbound requirements:** Get the carton, pallet, labeling, and appointment specs in writing before you sign, and compare them against what your supplier can actually produce.
- **Location and coverage:** Match warehouse locations to where your customers actually are.
- **Integrations:** Confirm the provider connects natively to your storefront and marketplaces so orders and inventory sync without manual exports.
- **Accuracy guarantees:** Ask whether the provider puts money behind its pick accuracy and on-time shipping commitments or simply issues service credits.

Our team compares providers on these factors in our roundup of the best [order fulfillment companies](https://www.freightwaves.com/checkpoint/best-order-fulfillment-companies/).

## Our Take

Most inbound freight problems are paperwork problems, not transportation problems.

Build a one-page inbound spec sheet for every fulfillment center you ship to, listing the carton and pallet limits, the required reference numbers, the appointment process, and the labeling standard. Hand it to your supplier and your carrier before the first shipment. That document prevents more defect fees than any software you can buy.

If you are shipping into Amazon in 2026, the prep change is the item to act on first. Amazon will not fix your labeling anymore, and the units that arrive short get billed at a premium rather than rejected outright.

## FAQ

### Do I need an appointment to deliver freight to a fulfillment center?

Yes. Amazon and most large third-party fulfillment centers require a confirmed delivery appointment before a truck arrives, and freight without one is typically refused at the gate. For Amazon, the carrier books the slot through Carrier Central and receives an ISA number that the driver must present on arrival.

### What is an ASN in freight shipping?

An ASN, or advance shipping notice, is the electronic packing list a shipper sends ahead of a delivery. It tells the fulfillment center what is arriving, in what quantity, and under which reference numbers, and it is what allows the receiving team to match physical cartons to the digital record.

### What is the maximum box size for shipping to Amazon FBA?

FBA cartons cannot exceed 36 inches in length, 25 inches in width, 25 inches in height, or 50 pounds in weight. Amazon raised the length limit from 25 to 36 inches on June 20, 2025. AWD shipments kept the older 25 inch limit on all three dimensions.

### How heavy can an Amazon pallet be?

Each pallet caps at 1,500 pounds including the pallet, the stretch wrap, and the freight. Single pallets also cap at 72 inches tall including the pallet base, and double-stacked pallets cap at 100 inches.

### Does Amazon still prep and label FBA inventory?

No. Amazon ended prep and item labeling services for U.S. FBA shipments on Jan. 1, 2026. Sellers must now prep and label inventory themselves, have their supplier do it, or use a third-party prep center before the freight ships.

### How long can inventory sit in an Amazon fulfillment center before extra fees apply?

Units stored in Amazon's fulfillment network for 181 days or longer incur an aged inventory surcharge on top of the standard monthly storage fee, and the rate increases the longer the unit sits. This replaced the older long-term storage fee that started at 365 days.

### Is my freight insured while a carrier is hauling it?

Not fully. Carriers provide limited liability under the Carmack Amendment, and LTL carriers commonly cap that liability at roughly $0.10 to $2.00 per pound depending on freight class and commodity. Cargo insurance is a separate policy that covers the declared value of the shipment.

### Should I floor load or palletize freight to a fulfillment center?

Floor loading fits more cartons into a trailer and lowers linehaul cost, but it takes far longer to unload and often triggers handling charges. Palletizing costs more upfront and moves through receiving faster, which usually wins for domestic freight and recurring replenishment.
