He succeeds Commissioner Valerie Cahill, whose term as chairman expired. Cahill will continue to serve on the board as a commissioner. The board also elected Commissioners Dan Packer to vice chairman and Greg Rusovich to secretary-treasurer.
A 24-year veteran of the Louisiana Legislature, Toomy represented District 85 from 1984 until 2008 – he was appointed to the board by Gov. Bobby Jindal in 2009 after being nominated by the Harvey Canal Industrial Association.
An insurance broker since 2000, Toomy served in several administrative capacities with Delgado Community College beginning in 1981 and most recently as vice chancellor for administrative affairs from 1992 until 2000.
Members of the seven-member board are unsalaried and serve five-year staggered terms. They are appointed by the governor. Other Board members include Scott Cooper, William Bergeron and Michael Kearney.
