BIS, State post proposed rules for control shift

The agencies will accept comments on the export control reform-related proposed rules to move several firearms and related items from the U.S. Munitions List to the Commerce Control List through July 9.    The Commerce Department Bureau of Industry and Security (BIS) and the State Department on Thursday published complementary proposed rules to shift certain items from U.S. Munitions List (USML) categories I (firearms, close assault weapons and combat shotguns); II (guns and armament); and III (ammunition/ordnance) to the Commerce Control List (CCL).
   Firearms and related articles inherently for military end use or that aren’t widely available in retail outlets will remain subject to State Department export licensing controls, a State Department spokesperson said last week.
   BIS and State will accept comments on the proposed rules through July 9.
