The ocean liner carrier has also opened a consolidated operations center in Houston.    COSCO has announced a general rate increase for dry and reefer cargo from the Far East and India subcontinent to the U.S. and Canada, effective February 5.
   The amount of the increase is $320 for 20-foot containers, $400 for 40-foot containers, $450 for 40-foot high cube containers and $506 for 45-foot containers.
   COSCO has also centralized main customer service functions at a new North American Operation Center at located at 15600 John F. Kennedy Blvd Suite 400 in Houston. The center began full scale tests on December 1.
   Within the center are the export, import, land operations, finance and accounting, marine operations, business process and VIP customer service departments.
