OOCL’s chassis changes in Virginia, Midwest cities

   OOCL said starting Jan. 1 it will no longer provide chassis for import and export shipments to and from Norfolk and Front Royal, Va., as well as for Kansas City, Omaha, St. Louis, and Council Bluffs, Iowa.
   All truckers, either working as suppliers for OOCL or its customers, must provide chassis for these shipments. Chassis usage fees for merchant (CY) moves should be billed by the trucker directly to their customer, the liner carrier said.
   If truckers plan to rent or lease chassis at these locations, OOCL’s recommended chassis provider in Virginia is the Hampton roads Chassis Pool/HRCP II, since all intermodal containers arriving by rail will be mounted on HRCP chassis and HRCP chassis will be supplied to those arriving by vessel. Any containers delivered to or picked up from the port or rail ramps on non-HRCP chassis will require a flip at the trucker’s expense. 
   OOCL said its recommended chassis provider in the Midwest cities mentioned above is Container Navigation Corp. (CNC), since all intermodal containers arriving by rail via BNSF and UPRR will be de-ramped onto CNC chassis. Containers delivered to or from these rail ramps on non-CNC chassis will similarly require a flip at the trucker’s expense.
   Trucking companies are encouraged by OOCL to make interchange agreements with HRCP and CNC as soon as possible to ensure a smooth transition. – Chris Dupin
