Philadelphia plans briefing on proposed container terminal    The Philadelphia Regional Port Authority and state of Pennsylvania will hold a briefing Aug. 11 on plans to build a new greenfield container terminal in Philadelphia.
   The briefing is for financiers, developers, terminal operators, investors and service providers, on the state's plan to develop a new terminal on the Delaware River, south of the Walt Whitman Bridge. The site includes land that was formerly part of the Philadelphia Naval Shipyard.
   In a notice of the meeting, the state said the so-called Southport Development Project would be 'procured and delivered through a public private partnership, with the objective of awarding a contract by the end of 2008/early 2009.'
