Vancouver USA port board approves rail project, land purchase The Port of Vancouver USA's board has approved a $1.4 million contract for expansion of rail service at a port bulk terminal.
   During its weekly meeting, the three-member policy-setting board awarded the contract to Yacolt, Wash.-based bidder Rotschy. The rail project, when completed at the end of October, will provide rail service to the port's NuStar methanol facility, currently under construction. NuStar, formerly known as Valero LP, is a bulk and liquid bulk handler that leases property and buildings at the port's Terminal 2. The scope of the rail project includes labor, materials, tools, equipment and supervision necessary to perform the construction of a rail track system.
   In other actions at the Tuesday meeting, the port board approved the acquisition of port-area property from the Bonneville Power Administration. The $600,000 purchase returns control of nearly 8.7 acres of land located beneath the existing BPA transmission lines at the port's terminals 3 and 4 to the port authority. The purchase, according to port officials, will provide for future flexibility of operations at the two facilities
