Study shows support for ôgreen taxesö on vehicles
   About half of Californians support the idea of paying user fees based on the amount of pollution their automobiles emit, according to a survey conducted by the Mineta Transportation Institute.
   A green transportation tax is a new concept touted by some as a way to encourage drivers to choose environmentally friendly transportation options and raise funds for transportation infrastructure programs. The taxes and fees are set at variable rates, with higher rates for more polluting vehicles.
   Researchers conducted a random survey of 1,500 residents asking their views on several hypothetical tax and fee options:
   ' A flat-rate and a green vehicle registration.
   ' A flat-rate and green mileage fee.
   ' A 'feebate' program for new vehicle purchases under which more-polluting vehicles would be charged a tax, and less-polluting vehicles would receive a rebate.
Mineta
   Most respondents supported all three concepts, with higher support for variable green fees than flat rates.
   The study comes as the federal and state governments struggle to find new revenue sources for underfunded highway programs largely supported by fuel taxes. Governments are also considering legislation to price carbon emissions to encourage industries to reduce greenhouse gases.
   The Mineta Transportation Institute at San Jose State University is named after former Department of Transportation Secretary Norman Mineta.
