Container shipping: A way out of parking tickets Investigators in Kuwait arrested four men who had been stealing cars, cutting them in half and shipping them to another Middle Eastern country as scrap, the Arab Times reported Sunday.
   “The cars, each cut in half, are placed in separate containers and shipped out of the country,” the story said. A spokesman for Kuwait’s Interior Ministry 'explained that some of the cars that were shipped out had outstanding fines and traffic tickets, and thus this was one way of avoiding payment of these fines.”
   One of the men was a Kuwaiti national, allowing the government to act on its long-term surveillance, the country’s Criminal Investigations Department said.
