Groundbreaking for New Jersey terminal    New Jersey's governor is to participate in a groundbreaking ceremony Tuesday morning to mark the start of construction of the Port of Paulsboro on the Delaware River.
   In July South Jersey Port Corp. directors approved agreements for funding, design, project management and development of a $274 million terminal downstream from its existing facilities in Camden and Salem.
   The South Jersey Port Corp. hopes to have the terminal operating within 24 to 30 months after environmental permit approvals.
   The 190-acre marine terminal will have up to four berths. The new multiuser bulk and breakbulk terminal is being built on the site of former BP Oil and Essex Industrial Chemicals terminals.
   Joseph Balzano, the port’s executive director, said SJPC’s terminals in Camden have reached capacity in Camden and the port is turning to Paulsboro to grow.
