The amendment to the bill calls for a suspension of the 34-hour restart provisions.
ATA President and Chief Executive Office Bill Graves said the proposed rollback shouldn’t be viewed as a hush-hush passage of a controversial rule change, as the public sometimes views riders to appropriations bills, but a well-reasoned solution.
Graves said the new requirements were put into effect in July 2013 “with insufficient research, analysis and understanding of the consequences.” He argued that the rules have actually “increased the risk of crashes on America’s highways.”
ATA Chairman Duane Long, chairman of Longistics, said the rules are having unintended consequences.
“Since these restrictions were imposed,” he said, “driver after driver and fleet after fleet have said they are having a much greater impact than FMCSA envisioned, and as a result, the agency should have to do more research before imposing these rules.”
