Trucker protests spread to Norfolk port    Independent truck drivers are scheduled to continue their two-day work stoppage today outside the Portsmouth Marine Terminal and APM Terminal in Norfolk, Va.
   The Associated Press reported that hundreds of owner-operators parked by the side of the road and picketed Thursday to protest high fuel prices, low pay and congestion at terminals. The Virginia Pilot, however, put the number of disgruntled truckers at 50 and added that their behavior did not seem to hinder traffic in and out of the terminal.
   The frustration of owner-operators has increased in the last few weeks along with the rising cost of diesel fuel following similar work stoppages during the last couple of weeks at the Port of Oakland, at a Union Pacific railhead near Stockton, Calif., and a handful of small protests in the Los Angeles area.
