U.S.-U.K. AIR TALKS SLATED FOR JULY    U.S. and U.K. aviation officials ended last week’s “open skies” negotiations on Friday with an agreement to meet again in July.
   “The talks covered a wide range of issues, including ideas for phasing in liberalization,” the U.S. Department of Transportation said. “The meeting enabled each side to clarify their respective positions on a number of important points.”
   Last week’s talks followed a March 17 meeting in Washington and a June 1 meeting in London between DOT Secretary Rodney E. Slater and U.K. Deputy Prime Minister John Prescott. Both sides are working to conclude an agreement, as talks to liberalize the restrictive U.S.-U.K. air market have dragged on for several years.
   Negotiations will resume in Washington July 5-7, the DOT said.
