FMC posts proposed NVO contract rule on Web site    The U.S. Federal Maritime Commission has posted on its Web site the full text of the FMC's notice of proposed rulemaking that would allow non-vessel-operating common carriers to offer individually negotiated service contracts to shippers.
   NVOs that used such arrangements would be exempt from the tariff publication requirements of the Shipping Act of 1984. NVOs that do not wish to take advantage of this exemption would continue to be able to offer their services under published tariffs.
   Public comments on the proposed rulemaking are due by Nov. 19. Respondents must submit an original and 15 copies of comments if sent in paper format. Comments may also be e-mailed to secretary@fmc.gov.    All comments should be addressed to Bryant L.
