U.S. CUSTOMS PUBLISHES NEW GUIDELINES FOR LIQUIDATED DAMAGES CLAIMS    U.S. Customs has published new guidelines for certain liquidated damages claims in compliance with the 1988 Omnibus Trade and Competitiveness Act.
   “There are certain Customs bond charges for which no guidelines have been published,” said the agency in a general notice in the 'Federal Register' on April 19.
   Customs published new guidelines for liquidated damages created against holders of international carrier bonds for failure to redeliver to Customs custody merchandise which has been exported in violation of export control laws; against importers for failure to file North American Free Trade Agreement duty-deferral entries; and against trade fair operators for violations of the basic importation bond related to trade fairs.
   The guidelines also amend previous guidelines for cancellation of claims when petitions are filed after regulatory time frames expire, and provides cancellation standards for all carnet cases.
