CIRCLE, OPTIMUM SIGN WITH CAPSTAN    Capstan Systems, a California-based start-up developer of online supply chain management systems, has signed partnership agreements with San Francisco-based forwarder Circle International and with Optimum Logistics, a Connecticut-based bulk materials logistics software maker.
   The deal with Circle, which recently lost chief executive David Beatson to a dot-com, will allow Capstan to offer its clients access to Circle's internal tracking and booking systems via the Internet. Circle will offer its logistics and transportation services to Capstan clients.
   Optimum Logistics has teamed with Capstan to bring its users access to Capstan's network for managing packaged goods. Optimum will integrate Capstan's services into its TransLink site for managing bulk goods shipping.”The combined platform will offer shippers of commodity materials access to critical logistics data both from their package goods and bulk material supply chains on a single web site,” the companies said.
   Capstan develops web-based collaborative supply chain management networks that allow shippers to manage their logistics operations via online communications with intermediaries and carriers. The company recently signed an alliance agreement with i2 Technologies to develop business-to-business e-commerce sites that integrate buying and selling with logistics and supply chain management.
