LEVIN TO DIRECT PORT AUTHORITY OF NEW YORK & NEW JERSEY    New York Gov. George E. Pataki has appointed Neil D. Levin as executive director of the Port Authority of New York and New Jersey.
   Levin, 47, who had been superintendent of the insurance department of the state of New York, succeeds Robert E. Boyle.
   Although the port authority is a bistate agency, the governor of New York has traditionally named the authority's executive director, while the governor of New Jersey appoints the agency’s chairman.
   Levin, a longtime political ally of the governor, was a vice president in Goldman Sachs’ financial institutions group before joining the Pataki administration as the state’s banking superintendent in 1995. He was named to the insurance post in 1997.
   'If confirmed Thursday by the port authority’s board, Levin will become the 80-year-old agency’s 12th director, earning $185,000 a year.
