BIS reviews effectiveness of Cuba, foreign policy-based export controls    The U.S. Commerce Department’s Bureau of Industry and Security has asked shippers to comment on the effectiveness of its licensing procedures for agricultural exports to Cuba.
   These comments will be included in the agency’s biennial report to Congress and will cover the licensing period from Oct. 1, 2004 to Sept. 30, 2006.
   BIS has also asked shippers to comment on its foreign policy-based export controls to determine whether they should be changed, removed or continued. These controls apply to a range of countries, goods, activities and persons, such as computer equipment for military purposes, certain firearms, and chemical precursors.
   Comments for both requests are due to BIS by no later than Nov. 22.
