The Commerce Department’s Bureau of Industry and Security said between December 2001 and February 2002 Honeywell’s Geismar, La. plant made 12 shipments of hydrogen fluoride to Mexico without the required export licenses. Hydrogen fluoride is controlled because it can be used in the manufacture of chemical weapons.
