COMMERCE DEPARTMENT ADVISES EXPORTERS OF VERIFIED END USERS    The Commerce Department’s Bureau of Industry and Security has published a notice advising U.S. exporters of the identities of 11 foreign companies that the United States has been unable to conduct requested pre-license checks or post-shipment verifications.
   The list contains nine entities in China, one in Malaysia, and one in the United Arab Emirates.
   BIS said such verifications are a common condition on many licenses issued for exports of highly sensitive goods or technology controlled by the bureau. In 2001, Commerce Department agents performed more than 1,000 end-use checks in 86 countries.
   “End-use visits are a normal part of U.S. high-technology trade and are conducted regularly with our trading partners,” said Kenneth I. Juster, Commerce under secretary for Industry and Security. “The notice we are publishing is designed to share with exporters information in our possession about such end-users.”
   The Chinese companies are Power Test and Research Institute of Guangzhou, Civil Airport Construction Corp., Xian XR Aerocomponents Co., Shaanxi Telecom Measuring Station, S.B. Submarine Systems Co., Beijing San Zhong Electronic Equipment Engineer Co., Huabei Petroleum Administration Bureau Logging Co., Yunma Aircraft Mfg., and Daqing Production Logging Institute. Also on the BIS list are Dee Communications M SDN. BHD of Malaysia, and Arrow Electronics Industries of the United Arab Emirates.
   The notice does not impose a new licensing requirement for exports to those entities. Further information on the notice may be obtained at Commerce’s Web site, at https://www.bxa.doc.gov.
