New USTR chief announces staff appointments    U.S. Trade Representative Susan Schwab announced the creation of a new intellectual property rights office within the USTR.
   The office will be headed by Victoria A. Espinel, assistant U.S. trade representative, and Stanford McCoy, chief negotiator for intellectual property enforcement. Intellectual property rights issues were previously covered at the USTR in the Office of Services, Investment and Intellectual Property.
   Schwab also announced the appointment of Claire E. Reade to chief counsel for China trade enforcement. The position was created as part of USTR’s “top-to-bottom” review of U.S.-China trade relations. Prior to this appointment, Reade served as senior partner with law firm Arnold & Porter where she has been an international trade litigator since 1982.
