In the United States, adulthood is considered 18 years old and CBP said it's consistent with the requirement that an application for an individual broker’s license must be submitted within a three-year period after the applicant takes and passes the written examination.
'A less restrictive age requirement ensures that an individual will still be able to apply to obtain a license upon turning 21 years old while having the opportunity to work under the supervision and control of a licensed broker or brokerage for a greater time period after having taken the exam,' CBP said in a Federal Register notice published on Thursday.
The final rule also requires that an individual who applies to take the broker license test must be a U.S. citizen and should not be an employee of the U.S. government.
CBP said barring U.S. government employees from taking the exam would help to eliminate the appearance of any 'conflict of interest or unfair advantage that might be associated with their federal government employment.'
