Browning rejoins Sandler, Travis & Rosenberg

Douglas Browning, a former high-ranking U.S. Customs official and executive at General Motors, has returned to international trade law firm ST&R.

   Former Customs and General Motors official Douglas Browning has returned to international trade law firm Sandler, Travis & Rosenberg (ST&R), where he will serve as an executive vice president and counsel on an as-needed basis.
   Browning retired in March as global customs director for General Motors, where he led a team of 155 customs professionals, 31 country managers and four regional directors responsible for ensuring that imports and exports of GM vehicles, parts and materials complied with all relevant customs rules and cleared customs as efficiently as possible.
   Before joining GM he spent six years as senior vice president of global customs modernization and border security at Sandler, Travis Trade Advisory Services and Of Counsel to ST&R.
   At GM, Browning was credited with centralizing key global customs activities, reducing the number of customs brokers and strengthening controls over customs processes, which significantly reduced expenses for outsourced services.
   Browning began as a trade attorney at U.S. Customs in 1976 and rose through the ranks to become an assistant commissioner for international affairs and also regulations and rulings, before becoming deputy commissioner.
   In Of Counsel capacity, Browning will be available to consult on certain matters or for particular clients.
