CHAMBER OF SHIPPING OF AMERICA NAMES VAN DYCK CHAIRMAN    Stephen A. Van Dyck, chairman and chief executive officer of Maritrans Inc., has been elected chairman of the Chamber of Shipping of America, which represents 21 vessel owners, operators and charters in the domestic and international trades.
   Van Dyck has been associated with Maritrans for more than 28 years, holding positions as chief operating officer, president and his current positions as chairman and CEO since 1987.
   Charles W. Parks, vice president, marine department, Equiva Trading Co., joins the chamber's leadership team as vice chairman. His maritime career includes serving as president of StenTex LLC, vice president of Universe Tankships (Delaware) LLC and vice president, commercial operations, for Texaco Marine Services Inc.
