VPA seeks new executive director as Bray nears retirement    The Virginia Port Authority is seeking a new executive director to succeed J. Robert Bray, who plans to retire next year.
   Bray was appointed VPA executive director in 1978. He served as law clerk to the Virginia Supreme Court and as assistant city attorney for Portsmouth before joining the VPA as its general counsel in 1967.
   Under his leadership, the Mid-Atlantic port has increased its container volumes from about 232,000 TEUs in 1978 to more than 2 million TEUs in 2005.
   Today, the VPA owns and operates four cargo facilities: Norfolk International Terminals, Portsmouth Marine Terminal, Newport News Marine Terminal, and the Virginia Inland Port in Warren County. The terminals are operated by Virginia International Terminals.
