Toohey takes helm of Waterways Council    The Waterways Council board on Tuesday unanimously elected Mike Toohey as its new president and chief executive officer, effective Aug. 14.
   Toohey most recently served as a consultant with The Livingston Group's Transportation, Shipbuilding, Shipping and Ports practice area.    Prior to that, he was vice president of government affairs for Ashland, a global chemical, energy and construction company.
   From 1992 to 1993, he served as assistant secretary of transportation under Bush administration. Toohey also was a staff director for the Republican staff of the House Public Works and Transportation and Merchant Marine and Fisheries committees for 14 years.
   The Waterways Council is a national public policy organization advocating a modern and well-maintained U.S. system of ports and inland waterways. The group is supported by carriers, shippers, port authorities, shipping associations and waterways advocacy groups from all regions of the country.
