Port of Vancouver, USA roadtesting biodiesel    The Port of Vancouver, USA on Friday said it is among the first to road test Washington’s new Renewable Fuel Standards law by implementing an alternative fuels program for its vehicles and heavy equipment.
   The port has begun the first phase of its transition to alternative fuels with B20 biodiesel, a blend of 20 percent biodiesel and 80 percent diesel, to operate maintenance equipment.
   Legislation passed and signed by Washington Gov. Christine Gregoire last month will require all state agencies to use a minimum of 20 percent biodiesel for state fleet diesel vehicles by June 1, 2009. The law also is designed to stimulate the development of an in-state biofuels industry by benefiting areas where biofuel oilseed crops are grown and where the oilseed crushers, extractors and processors are built and operated.
   According to testing by the U.S. Environmental Protection Agency, engines using B20 biodiesel emit 10 percent to 20 percent less carbon monoxide, particulates, hydrocarbons, and sulfates than engines using traditional diesel.
   This month, the port said it will take delivery of two new pickups equipped with E-85 ethanol capability for its security and marine terminal operations. All future equipment and vehicles purchased by the port will be equipped to run on alternative fuels. A hybrid vehicle, which utilizes a combination of electric and gasoline power, is on order for the port passenger vehicle needs.
   “The price of B20 biodiesel is not that far off regular #2 diesel once you factor in federal tax credits, so the program is cost effective,” Curtis Shuck, port director of facilities, said in a statement.
