BXA ISSUES FINAL RULS FOR EXPORTS TO INDIA, PAKISTAN    The U.S. Commerce Department’ Bureau of Export Administration has issued new rules for exports and revisions to its license review policy for India and Pakistan.
   The agency said the rules are in response to the Bush Administration’s waive of sanctions against the two countries on Sept. 22.
   “This rule implements the waiver of these sanctions by removing the policy of denial for exports and re-exports of items controlled for nuclear proliferation and missile technology reasons to India and Pakistan and restoring the use of license exceptions for these items for entities not listed on the entity list,” the agency said.
   The rules also remove a large number of Indian and Pakistani firms from the entity list.
   President Clinton implemented the sanctions against India on May 13, 1998, and against Pakistan on May 30, because these countries had each detonated nuclear explosive devices.
