Vanguard picks 16 inland China office sites    Non-vessel-operating common carrier Vanguard Logistics Services (VLS) announced Monday its inland China development initiative for 2011, which includes plans to set up 16 office locations.
   “We are positioning ourselves closer to the cargo source with the addition of these offices,” said Michael Tsui, Vanguard's East Asia regional vice president of commercial services, in a statement.
   VLS is moving upstream from the Yangtze River and Pearl River region, the two key manufacturing hinterlands in China. Locations in Wuhan, Chongqing, Chengdu and Dongguan will be placed to provide local customers greater accessibility to dedicated VLS staff.

   Charles Brennan, chief executive officer at VLS, said the NVO evaluated 45 cities in 22 provinces before settling on the 16 locations for the first phase of its China inland expansion.
   “With the expansion plan completed, we will be the largest neutral International NVOCC in China,” Tsui added.
   From 2008 to 2009, Vanguard opened VLS Zhongshan, established agencies in Changsha, Chengdu, Chongqing, Wuhan and Jiangmen, a liaison office in Yiwu and receiving CFS terminals in Shaoxing. In 2010, the company added a Nanjing branch to its regional footprint while conducting extensive research for its 2011 development initiative.
