He will succeed Andrea Riniker, who has resigned but will continue in a transitional role as executive director until Jan. 1.
Farrell has been deputy executive director at the port of Tacoma since 2000 and acting executive director since July 1.
Before joining the port of Tacoma four years ago, Farrell was deputy port director of business and administration for Massport in Boston.
