RSPA APPOINTS JOOST TO CHIEF COUNSEL

RSPA APPOINTS JOOST TO CHIEF COUNSEL    The U.S. Transportation Department’s Research and Special Programs Administration has appointed Elaine E. Joost to chief counsel.
   Prior to her appointment, Joost served as RSPA’s acting chief counsel. She had also served as the agency’s deputy associate administrator for innovation, research and education.
   As chief counsel, Joost will be responsible for overseeing RSPA’s legal support to agency staff and all legal activities, including regulatory and legislative functions to the agency’s programs.
   RSPA is responsible for the safe and secure movement of hazardous materials to industry and consumers by all modes of transport, coordination of rapid response to transportation emergencies, and advancement of science and technology for national transportation needs.
