U.S. STB SETS SCHEDULE FOR MERGER POLICY REVIEW PROCEEDINGS    The Surface Transportation Board has announced the schedule for the course of its review of possible changes that will govern future rail mergers.
   The STB issued the procedural schedule following a recent declaration of a 15-month moratorium on major rail mergers.
   Those wishing to participate in the proceeding (Ex Parte No. 528 (Sub. No. 1) must file a written notice of intent with the STB by April 20.
   The STB will issue a service list identifying participants by April 28.
   Public comments are due May 16, with replies to comments due June 5.
      The board will issue proposed rules by Oct. 3, and will provide the public 100 days to comment, making such comments due Jan. 11, 2001. The STB will issue final rules by June 11, 2001.
