Port officials have said that when finally cleared, a large portion of the nine-acre site will be leased to Eagle Rock Aggregates to operate as an aggregate import terminal. Eagle Rock Aggregates is a proprietorship of the Okanagan Indian Band staffed by members of the British Columbia tribe.
Gibson Environmental operated the liquid bulk terminal from 1988 to 1995, storing and treating liquid hazardous waste at the facility. Gibson abandoned the site in 1995 after civil and criminal charges were brought over the handling of waste products at the facility. The firm, according to port officials, did not clean up the facility when they left, as required by law.
In December 1995, the California Environmental Protection Agency's Department of Toxic Substance Control (DTSC) ruled that the port, as landowner, was responsible for closure and remediation of the site even thought the port had no knowledge of Gibson's illegal operations.
Port officials said that final environmental review of the facility and the turn over to ERA is expected soon.
The Port of Redwood City is located about 10 miles south of Oakland in San Francisco Bay and specializes in bulk cargoes.
