EPA to revise transborder hazardous waste rules to accommodate OECD

   The U.S Environmental Protection Agency has proposed revisions to certain regulations covering the transport of hazardous waste shipments for recycling purposes between the United States and member countries of the Organization for Economic Cooperation and Development.
   The EPA said specifically the changes would make the Resource Conservation and Recovery Act’s hazardous waste transborder shipping regulations “more consistent” with those of OECD.
   The United States participates in a number of bilateral and multilateral hazardous waste agreements between countries.
   The EPA’s latest proposed rule will revise:
   ' The existing RCRA regulation covering the transborder movement of hazardous wastes for recovery among OECD countries to conform to legally required revisions made by the OECD.
   ' The RCRA regulations for spent lead-acid batteries to add export notification and consent requirements.
   ' Hazardous waste import requirements.
   ' Address to which export exception reports are to be sent.
