BDP SURVEY SHOWS SHIPPERS ALLOWING TIME FOR MANIFEST COMPLIANCE    A survey conducted Feb. 10-17 indicates global shippers are adding extra cycle time to their supply chains rather than risk further delays or fines in complying with U.S. Customs’ Advanced Manifest System regulation.
   The survey, requested by BDP International from Adler Research, found about 30 percent of respondents said they were adding the extra cycle time. About 15 percent said that, instead of sending data only in advance of goods, they were also scheduling the simultaneous advanced arrival of both the containerized cargo and the required manifest data at ocean export facilities.
   By a three-to-two margin, survey respondents agreed implementation of the 24-hour advanced reporting rule would enhance security of shipments. About 23 percent said the impact of the 24-hour rule had been “significant or extreme,” BDP said in a statement.
   About 30 percent of the shippers interviewed reported “moderate to significant costs” for compliance. One-half said they had not yet determined how to recover costs related to the 24-hour rule. About 42 percent said they planned to absorb the extra costs themselves.
