A 15-year veteran of the transportation planning field, Shen has served the past seven years as transportation planning and development manager for Pasadena.
As head of the port's newly created division of transportation planning, Shen's responsibilities will include evaluation of the port's transportation system and oversight of planning, design and development of future transportation strategies.
