‘Malicious Russian cyber actors’ put on Entity List

The majority of 14 individuals and companies cited by the U.S. Bureau of Industry and Security reside in Russia.    The Commerce Department’s Bureau of Industry and Security has added the names of 14 individuals and companies to the Entity List due to the risk they pose to U.S. national security and foreign policy. 
   The majority of the new additions to the list operate in Russia, but also include entities in Belarus, Iran and Singapore.
   Four Russian companies — Joint Stock Company Scientific-Research Institute, Open Joint Stock Company Information Technology and Communication Systems, Federal State Unitary Enterprise Scientific Production Enterprise and Syrus Systems — were determined to be “malicious Russian cyber actors.” 
   Two other Russian entities — Divetechnoservices and Oceanos — were added to the Entity List for providing equipment and support to the Russian Navy, while five others — AeroComposit, Obinsk Research and Production Enterprise (ORPE), Open Joint Stock Company Aviadvigatel, Open Joint Stock Company Scientific and Production Corporation of Precision Instruments Engineering (NPK-SPP) and Voronezh Scientific Research Institute — were listed for their support of Russia’s military aerospace production.
   Foreign individuals and companies are added to the Entity list based on periodic reviews conducted by the End-User Review Committee, which is composed of representatives from the Commerce, State, Defense and Energy departments and, where appropriate, the Treasury Department. 
   The Export Administration Regulations impose additional license requirements on and limit the availability of most license exceptions for exports, re-exports and transfers (in country) to those listed entities.
