Miami-Dade County expected to approve tunnel package    Miami-Dade County Commissioners are expected to officially sign off today on an agreement with the City of Miami that will lead to a multibillion-dollar public works plan that will help pay for the Miami port tunnel project.
   County commissioners had already approved $402.5 in county funding for the port tunnel. But the City of Miami did not approve its $50 million share for the project until last Thursday, and that was contingent on an overarching package of projects, which would bundle the port tunnel with a new baseball stadium and other projects.
   Commissioners spent most of this morning debating elements of the baseball stadium funding. The commissioners opted to break for lunch before taking any votes on the overall, 'global' agreement with the city, and on a separate vote to authorize $50 initially slated for Orange Bowl renovations to be shifted to a new baseball stadium.
   They said they would likely vote on each item this afternoon. Nine of the 13 county commissioners have indicated they would support the global package, and in discussions this morning, most of the commissioners indicated they were generally in favor of the agreement.
