FMC RECOVERS $764,500 IN 10 COMPROMISE AGREEMENTS

FMC RECOVERS $764,500 IN 10 COMPROMISE AGREEMENTS    The U.S. Federal Maritime Commission said it has recovered $764,500 in civil penalties from 10 compromise agreements with vessel operators, freight forwarders and non-vessel-operating common carriers for alleged violations of the 1984 Shipping Act.
   The civil penalties were collected from:
   * Air Sea Transport, of Taiwan, $60,000, for obtaining transportation of property at less than the applicable rates and charges by misdescribing cargo.
   * Bernuth Lines, Miami, $110,000, for providing service at rates and charges other than those contained in its published tariff.
   * De Well Container Shipping Corp., Rosedale, N.Y., $50,000, for cargo misdecription.
   * Dole Ocean Cargo Express, of Jacksonville, Fla., and Miami-based King Ocean Central America, $40,000 each, for failure to file a slot allocation agreement with the FMC in a timely manner.
   * Eurasia Freight Service and Eurasia Express, both of Shanghai, $80,000, for obtaining transportation of property at less than the applicable rates and charges by misdescribing cargo.
'    * Hanjin Shipping Co., of Seoul, $280,000, for collecting or receiving less or different compensation than the rates and charges shown in its service contracts, and for accepting and transporting cargo non-tariffed-and-bonded ocean transportation intermediaries.
   * Servitrans, Houston, $45,000, for obtaining transportation at less than the applicable rates and charges in its service contracts and for failing to charge rates set in its own NVO tariff.
   * Top Cargo, Miami, $22,000, for acting as a NVO without first obtaining an ocean transportation intermediary license and valid bond.
* Wallenius Wilhelm's Lines, Oslo, $37,500, for filing incomplete, inaccurate or no certifications of shipper status.
   The FMC said the settling parties did not admit to any violations of the 1984 Shipping Act.
