U.S. PORTS, BORDER CROSSINGS CLOSED OR UNDER HEIGHTENED SECURITY    The Port of New York and New Jersey and northern U.S. border crossings are closed following Tuesday's terrorism attacks in New York, Washington and Pennsylvania.
   The port authority is based at One World Trade Center, one of the two 110-story towers which collapsed after each were struck by hijacked commercial aircraft Tuesday morning.
   U.S./Canadian border crossings at Buffalo, Detroit, St. Albans, Vt. And Blaine, Wash., were closed by Canadian authorities.
   “The Detroit/Windsor Tunnel is on temporary shut down and the Ambassador Bridge is now allowing Canadian traffic to leave the U.S.,” said John Jamian of the Port of Detroit. “All incoming traffic has been suspended. Port operations are on a need-to-know basis.”
   The U.S. Army Corps of Engineers closed the locks at Sault Ste. Marie, Mich., said Lisa Marciniak, Port of Duluth.
   Other ports and southern border crossings remained open, although under heightened security.
   At the Port of Los Angeles, International Longshore and Warehouse Union labor stopped work Tuesday. “The U.S. Coast Guard has incoming vessels at anchor and is assessing on a case-by-case basis,” said Julia Nagano of the Port of Los Angeles. “Outbound vessels are leaving on schedule, although the union situation will affect that. Meetings are going on now with the PMA (Pacific Maritime Association) and ILWU to assess where we go from here.”
   The U.S. Federal Aviation Administration has cancelled all flight operations at least through noon today.
