U.S. permits all-cargo charter flights to Libya    The U.S. Transportation Department said it would allow American air carriers to conduct all-cargo charter operations as well as place their codes on flights operated by third-country, non-Libyan carriers between the United States and Libya.
   However, U.S. passenger and scheduled cargo flights are still prohibited. Also flights operated by Libyan carriers are prohibited from entering the United States.
   According to DOT, most U.S. carriers already hold worldwide charter authority. “U.S. carriers that do not have authority to provide scheduled U.S.-Libya services would need to apply for such authority before they could engage in scheduled code-share operations,” DOT said.
   The United States placed prohibitions on air services to Libya in 1992.
