BLACKSHEAR STEPS DOWN AS HEAD OF BWI AIRPORT    David L. Blackshear has resigned as executive director of the Maryland Aviation Administration and Baltimore/Washington International Airport.
   “BWI has tremendous potential and the infrastructure will soon be in place to handle the growth we see coming in the decades ahead,” Blackshear said.
   Blackshear, who kicked off a $1.8 billion expansion at the rapidly expanding Mid-Atlantic airport, reportedly aired some frustration about state government and political interference in his work.
   Prior to joining the Maryland Aviation Administration in August 1999, Blackshear served seven years as head of the Richmond International Airport in Virginia.
   Maryland Transportation Secretary John D. Porcari has appointed Deputy Transportation Secretary Beverley Swaim Staley to serve as acting executive director of the Maryland Aviation Administration until a new executive director is selected.
