CSX network hampered by derailment, bad weather    A CSX freight train derailed Thursday morning near Alexandria, Va., disrupting commuter rail and subway service.
   A railroad official told the Washington Post that about 960 feet of rail will have to be replaced and 13 derailed cars removed from the track, a process the railroad hopes to complete by sometime Friday morning.
   Meanwhile, a snow storm is slowing CSX freight traffic in the Northeast. A service bulletin on the railroad's Web site said adverse weather conditions have severely affected operations between Syracuse and Albany, N.Y., and between Syracuse and Montreal. Only critical trains will be operated.
   A winter weather alert is in affect between Albany and Boston, limiting scheduled service and local connections. Service between Buffalo and Syracuse and between Albany and Philadelphia could also be restricted if weather conditions worsen, CSX said.
