U.S., Kuwait ink open skies pact

U.S., Kuwait ink open skies pact    The United States and Kuwait have agreed to liberalize the market for aviation services between the two countries, the U.S. Transportation Department said.
   The lifting of market restrictions will allow airlines to schedule flights and set fares based on market demand. Kuwait is the sixth country in the Middle East to reach an open skies agreement with the United States and the 78th open skies partner overall. Under open skies arrangements, air cargo carriers are free to fly between the other country and third countries without looping back to the home country.
   Terms of the agreement will go into effect as soon as they are ratified by the Kuwaiti Parliament.
