TROY CONTAINER LINE OPENS WEST COAST OFFICE    Troy Container Line, the Red Bank, N.J.-based neutral non-vessel-operating common carrier, has opened an office in California to serve the entire West Coast.
   The Costa Mesa, Calif. Office will be managed by Michael Gilliam and Jo Anne Lee, who have owned and operated the Summit Agency in California since 1984.
   The office will provide full-container and less-than-containerload inbound shipments from Europe and the Far East and export shipments from the West Coast to worldwide destinations, said Michael Cadden Troy, president and chief executive officer of the company, which has specialized in East Coast NVOCC services for about 17 years.
