Flynn to lead Center for National Policy

   Stephen Flynn, a well-known policy analyst who has extensively written and spoken about the vulnerable state of homeland security and infrastructure in America, has been named president of the Center for National Policy.
   Flynn has been a senior fellow at the Council of Foreign Relations in New York since 1999 where he focused on global trade and transportation security, public-private partnerships for infrastructure protection and preservation, and the concept of resilient core systems for civil society.
   Flynn's top priority at the Center for National Policy will be to make the case to government decision-makers about the importance of investing in the nation's aging infrastructure, such as highways, water treatment systems, and energy distribution after years of neglect. He argues that renewing infrastructure strengthens homeland security while creating economic growth.
   Tim Roemer, the previous president of the think tank, recently became the U.S. ambassador to India.
   Flynn is a former Coast Guard captain who served in the National Security Council as director of the Office of Global Issues in the Clinton administration. He worked as an advisor to the Hart-Rudman Commission on National Security that warned about the growing threat of terrorism on U.S. soil. Flynn received a law degree from the Fletcher School of Law and Diplomacy at Tufts University. He has advised U.S. border agencies about cargo security and other matters, while also criticizing them for slowness in adapting programs to address ongoing vulnerabilities.
   Flynn has spent the past decade educating lawmakers and government officials about the limitations of imposing security regimes on the private sector, while also serving as a gadfly to industry to serve its own interest by taking more responsibility for securing the critical assets it controls.
