Nober to leave STB    Surface Transportation Board Chairman Roger Nober has indicated he will not seek a second term when his current appointment expires at the end of the year, spokesman Dennis Watson confirmed.
   Traffic World first reported last week that Nober did not intend to return for another five-year term. Nober was confirmed by the Senate in November 2002.
   The STB, which has jurisdiction over railroad rate and service issues, recently operated with Nober as its single member for almost a year. Francis Mulvey, a Democrat, and Douglas Buttrey, a Republican were both confirmed in mid-2004, and will be able to make decisions on cases before the board until Congress confirms a third person. But a two-person board opens the possibility that any disagreements could result in decisions that end in a tie.
