Stark heads Gulf Intracoastal Canal Association

Stark heads Gulf Intracoastal Canal Association    James Stark has been named executive director of the Gulf Intracoastal Canal Association, effective July 6.
   The association's mission is to ensure the Gulf Intracoastal Waterway is maintained, operated and improved to provide safe, efficient, economical and environmentally sound water transport to the nation.
   Prior to this appointment, Stark consulted on the response and recovery operations related to the BP-Deepwater Horizon oil spill in Gulf of Mexico. He also served as the Federal Emergency Management Agency assistant administrator for Gulf Coast recovery after Hurricanes Katrina and Rita.
   He previously was Gulf region operations and logistics coordinator for Titan Maritime for clearing thousands of grounded, sunk and stranded vessels in the wake of Hurricane Katrina.
   From 1976 to 1998, he was an officer in the U.S. Coast Guard, mostly serving in posts throughout the Gulf of Mexico.
