Watts said the port is attempting to impose tariffs, fees and fines for operations in July and November last year that did not occur at port facilities, but instead took place at the Guam Shipyard in Apra Inner Harbor.
Watts said the facility could not support the load-out operations, but Guam law says only the port authority facility is allowed to function as a commercial seaport, according to an article published by Pacific Daily News.
