Polar Air plans use of extra U.S/China rights    Polar Air Cargo said the grant of additional U.S./China aviation rights next spring by the U.S. Department of Transportation will allow it to offer twice-daily service to Shanghai on six days each week and introduce service to Beijing on three of those flights.
   The DOT on April 1 finalized its tentative decision to award Polar Air Cargo three additional weekly frequencies for U.S./China air cargo service, for a total of 12 flights per week starting in March 2006.
   Polar started scheduled service to China in December 2004 with six weekly flights. Last month, Polar increased service to nine flights.
   Polar is one of only four U.S. freighter operators permitted to serve China.
   Under a U.S.-China bilateral agreement, the DOT will not be able to designate another U.S. all-cargo carrier until 2008 to serve China, but the agreement permits an increase in flights each year.
